If your initial application is denied, you do not have to start all over with a whole new claim. You have the right to file an appeal. Your first appeal, in most days, is called a reconsideration, where you're asking them to reconsider their decision. Then, if you're denied there, then you have the right to go to a hearing before an administrative law judge, so that would be your second appeal, in most instances. That will allow you to have a chance to have your case heard by a real judge.
